In the beginning there was the AAU and the York Barbell Club. However, the USPF, and its World Affiliate the IPF were the first widely recognized Powerlifting Federations that I know of.
Then came the APF and the ADFPA. I am not sure which came first. The ADFPA was the precursor to USAPL Powerlifting. The ADFPA decided to grab the IPF as its World affiliate and the ADFPA became the USAPL while the USPF lost the IPF as its World affiliate and is just now managing a comeback in the U.S. Tired of the politics of the USAPL/IPF Ernie Frantz formed his own federation and called it the APF – American Powerlifting Federation. Frantz worked with the South Africa’s International Sport Sanction by inviting them to a "World Championships" in the U.S. This led to the WPC-World Powerlifting Congress (Note: most recently the AAPF was formed, which is the drug tested arm of the APF).
